Eli Cohen leads a team of 3 lawyers responsible for handling legal issues related to SGX as a business. He is also responsible for managing the relationships with all non-Singapore regulators including ESMA, the CFTC and the Hong Kong SFC.
Prior to his current role, he acted as Asia General Counsel for Euroclear Bank Hong Kong Branch and as Assistant General Counsel for Euroclear SA/NV in Brussels, Belgium. He led a team of 4-6 attorneys responsible for all legal issues relating to the international central securities depository (ICSD) Euroclear Bank including credit & collateral, custody, new issues, triparty and securities lending as well as acting as Executive Secretary to the Euroclear Bank Management Committee. He also acted as a legal consultant to the Asian Development Bank to the ASEAN+3 Asian Bond Market Initiative Group of Experts in 2009-2010.
Prior to joining Euroclear Bank, Mr. Cohen was senior associate at Baker & McKenzie's Chicago office, specialising in international financial transactions and global custody. He also worked in Baker & McKenzie's Washington, DC and Moscow offices.
Prior to working at Baker & McKenzie, Mr. Cohen worked for the Arms Control and Disarmament Agency and the U.S. Department of Defense, serving as a delegate to various U.S.-USSR arms control negotiations in Geneva, Switzerland.
Mr. Cohen is a graduate of the University of Michigan (A.B. with distinction and high honors, 1986), the University of Pennsylvania (M.A./M.G.A, 1988) and the Georgetown University of Law Center (J.D. cum laude, 1994). He is admitted to practice law in Illinois, the Commonwealth of Pennsylvania, the District of Columbia and U.S. Court of International Trade.
